the united states to canada, made the first court appearance. the 35-year-old did not enter a plea during the brief appearance in toronto, and the other suspect will appear before a judge if montreal tomorrow. law enforcement officials say the suspects intended to plant bombs to destroy the tracks, derailing the canadian trains which partners with amtrak to provide service between canada and new york. it is the first plot tied to al qaeda to target canada. >> new this morning, officials in libya are looking for whoever is behind a deadly car bomb that exploded just outside the french embassy in tripoli. the explosion killed two french guards and a libyan teen. libya and france have condemned the attack. >> oakland police want to fine the person who spray painted racist graffiti on a woman's car this morning. the vandal targeted this white bmw on 56th which included two racial slurs.

will vote on the new deal at the may 7 meeting. the alameda county sheriff stopped its patrol from oakland last weekend. >> new bill aimed at giving more rights to the homeless in california is out of committee and on the way to the next step. abc7 news reporter amy hollyfield joins us in san francisco. this bill would also create local centers. >> it is a wide, sweeping bill and the city of san francisco has an ordinance in place saying you cannot sleep on this sidewalk or panhandle and the state is closer to saying, yes, you can. when people think about whether homeless people should be allowed to panhandle and sleep on the sidewalk, some say, it is complicated. >> it is allowed. if it is not allowed, where would they go? it is kind of...it is happening now. i don't know. >> a bill in sacramento is

advancing toward becoming law. assemblyman is trying to pass a homeless bill of rights, which would allow. narrow streets and sidewalks not able to handle more traffic. >> this is a very narrow street and all the streets leading into it or tight and getting kids in and south a big concern. >> one of 20 neighbors have filed suit against the district to stop the re-development of the school. others say that cars go way too fast through the hills. >> they speed as soon as they stop, there is a stop sign, they go fast because -- we have had near misses with our dog. >> this is one of the main routes into hoover school and driving in requires your full attention. there are lots of twists and turns, bridges, as you can see, and a lot of neighbors say this is no place if a kid to be walking. >> i have been traveling the canyon with my kids for the last 15 years and i end up with near misses every day. >> the district says that the
